Mercedes “Merci” Llarinas – Angeles

Ms. Mercedes “Merci” Llarinas – Angeles (Philippines), has been a development worker and activist for social change in the last thirty years. As a student leader in the University of the Philippines at Los Banos during martial rule years in the Philippines, she helped to revive the College Editors’ Guild in Southern Tagalog (CEG-ST) which grew to 20 member schools at the time. The campus press played a key role in breaking the silence imposed by censorship under martial law in the Philippines.

Merci has been a trainer and consultant for the management and strengthening of organizations, particularly grassroots organizations in the Philippines for the last twenty years. She conducts Strategic Planning, Program and Project Planning, as well as Leadership and Management Seminars.

She also conducts training, research and policy studies on violence against women, peace, healing and conflict resolution. Her research work includes: the monitoring the implementation of the 1997 Philippine Rape Law; the Philippine baseline study on Abuse of Women in Intimate Relationships(as team leader for the study conducted by the Women’s Legal Bureau); and development of an ethic of caring for women survivors of violence (done through a study on the monitoring of quality of services for VAW survivors in the Philippines). Her articles on violence against women, peace and conflict resolution have been published in the Philippines and internationally. She is the co-author of the book “Justice and Healing: Twin Imperatives for the Twin Laws on Rape”.
Merci is founder and president of the Peace Women Partners, an organization of women who aim to provide feminist perspectives in discourses and action on peace and security in Asia-Pacific. Merci has organized international workshops and led speaking tours of marginalized Filipino women including women from Mindanao to Australia and Japan. She has been invited to speak in various conferences and fora in different countries.
